Blasting classes

The applicant must indicate, on the application form, one or more of the following type(s) of classes for which authorisation is sought on the licence:

Civil classes

  • Agricultural blasting
  • Drill barge work
  • Pressure chamber work
  • Demolition work
  • Special effects work
  • High temperature work
  • Hot materials work
  • Tunnel work
  • Open cut blasting
  • Special purpose work
  • Roadwork
  • Seismic work
  • Trench work
  • Submarine work
  • Shaft and wells work

Experience

The applicant must have experience in the class of blasting for which authorisation is sought on the licence. This includes completion of the relevant course (if applicable) and submission, with the application, of a reference from a licence holder who will state that the applicant has experience in that class of blasting. The reference must include the licence holder name, their licence number, class of blasting explosives user licence held and a contact telephone number.

Experience required for each blasting class is outlined in the table:

Agricultural blasting Explosives Handling, Storage and Use Certificate.
Seismic work(Basic entry level course and a prerequisite for all other non-mining
classes)
Drill barge workAssessment on application, which must include evidence of
experience (log books) and references from an explosive licence
holder who is endorsed for Drill Barge Work.
Pressure chamber workAssessment on application, which must include evidence of
experience (log books) and references from an explosive licence
holder who is endorsed for Pressure Chamber Work.
Demolition workAssessment on application, which must include evidence of
experience (log books) and references from an explosive licence
holder who is endorsed for Demolition Work.
Special effects workAssessment on application, which must include evidence of
experience (log books) and references from an explosive licence
holder who is endorsed for Special Effects Work.
High temperature workAssessment on application, which must include evidence of
experience and/or references from an explosive licence holder who
is endorsed for High Temperature Work.
Hot materials workAssessment on application, which must include evidence of
experience (log books) and references from an explosive licence
holder endorsed for Hot Materials Work
Tunnel workUnderground /Below Ground Mining/Civil Course and evidence of
at least 12 shots verified by a licence holder who is endorsed for
Tunnel Work.
Open cut blastingSurface/Above Ground Mining/Civil Course and evidence of at
least 12 shots verified by a licence holder who is endorsed for
Open Cut Blasting.
Special purpose workAssessment on application, which must include evidence of
experience and/or references from an explosive licence holder
endorsed for Special Purpose Work.
Road worksSurface/Above Ground Mining/Civil Course and evidence of at
least 12 shots verified by a licence holder endorsed for Road Works.
Trench workSurface/Above Ground Mining/Civil Course and evidence of at least
12 shots verified by a licence holder endorsed for Trench Work.
Submarine workAssessment on application, which must include evidence of
experience (log books) and references from an explosives licence
holder who is endorsed for Submarine Work.
Shafts and wellsUnderground/Below Ground Mining/Civil Course and evidence of
at least 12 shots verified by a licence holder who is endorsed for
Shafts and Wells.

Mining classes

The following units of competence/qualification requirements for mining BEUL, plus experience requirement of participating in 12 shots with evidence signed off by the supervising mining class BEUL holder:

All Classes

Coal mining

Non-coal mining

All mining sites are regulated by the Department of Planning, Industry and Environment.

Coal mines other than underground mines

Mines other than underground mines or coal mines

Qualifications

Completion of the following units of competence:

  • RIIBLA201D - Support shotfiring operations
  • RIIBLA205D - Store, handle and transport explosives
  • RIIBLA301D - Conduct surface shotfiring operations
  • RIIBLA305D - Conduct secondary blasting
  • RIIBLA401D - Manage blasting operations
  • RIIBLA402D - Monitor and control the effects of blasting on the environment
  • RIIBLA601E - Design surface blasts

Completion of the following units of competence:

  • RIIBLA201D - Support shotfiring operations
  • RIIBLA205D - Store, handle and transport explosives
  • RIIBLA301D - Conduct surface shotfiring operations
  • RIIBLA305D - Conduct secondary blasting
  • RIIBLA401D - Manage blasting operations
  • RIIBLA402D - Monitor and control the effects of blasting on the environment
  • RIIBLA601E - Design surface blasts
 

Underground coal mines

Underground mines other than coal mines

Qualifications

  • Deputies Certificate of Competence

AND completion of the following units of competence:

  • RIIBLA202E - Support underground shotfiring operations
  • RIIBLA205D - Store, handle and transport explosives
  • RIIBLA302D - Conduct shotfiring operations in underground coal mines
  • RIIBLA401D - Manage blasting operations

Completion of the following units of competence:

  • RIIBLA202E - Support underground shotfiring operations
  • RIIBLA205D - Store, handle and transport explosives
  • RIIBLA303D - Conduct underground development shotfiring
  • RIIBLA304D - Conduct underground production shotfiring
  • RIIBLA305D - Conduct secondary blasting
  • RIIBLA401D - Manage blasting operations

Mutual recognition: Mutual recognition of equivalent licence from other states.

Authorisation to manufacture explosives

If the applicant requires authorisation on the licence to manufacture explosives for immediate use, section 8 of the application form must be completed.
