Provisional Improvement Notices (PIN)
If you are issued a Provisional Improvement Notice (PIN) by a Health and Safety Representative (HSR) you must provide a copy to SafeWork NSW.
You must provide a copy as soon as practicable after the PIN is issued, regardless of whether you plan to appeal or challenge the notice.
Who needs to provide a copy of PINs issued by a HSR
Persons conducting a business or undertaking (PCBUs), including employers.
What is a PIN?
A PIN is a written notice that a HSR can issue when they reasonably believe someone:
- is contravening the Work Health and Safety Act 2011 (NSW), or
- has contravened the Act in a way that is likely to continue or be repeated.
A PIN may require the person to:
- fix the contravention
- prevent a likely contravention
- address the causes of a contravention or likely contravention.
How to provide a copy of your PIN
What you need
- A copy of your PIN.
- Your HSR notification portal login details if you already have an account.
- If you don’t have an account, you will need to register with your business name, ABN, and contact details. You will also need to provide details of an additional administrator who can access the portal on your behalf.
Step 1: Access the portal
Visit the HSR Notification Portal and log in or sign up to begin.
Step 2: Open the notification form
From the left-hand menu, select ‘Health and Safety Representatives Portal’.
The system will check if you’ve previously registered a PCBU.
Step 3: Register or select your PCBU
If this is your first time using the portal, click ‘Create a PCBU record’ and select ‘Next’ to enter your PCBU details.
If you’ve registered before, your PCBU name will appear. You can:
- select your existing PCBU and update details, if needed
- create a new PCBU record if you’re registering a second business.
Step 4: Choose the correct notification option
On the Next steps page, select ‘Option 3 – Notify SafeWork of a PIN I received’.
Note: Options 1 and 2 relate to submitting or creating an HSR list and are not part of the PIN notification process.
Step 5: Complete the form
- Click ‘Next’ to go to the Form Declaration page and enter the required information.
- Click ‘Next’ again to reach the Submission page.
Step 6: Upload and submit
- Upload a copy of the PIN.
- Submit the notification.
Step 7: Download your record
After submission, a pop-up will appear. Click ‘Download my PDF’ to save a copy of your submission for your records.
Why you need to provide a copy of your PIN
PCBUs must notify SafeWork NSW of all PINs issued from 13 October 2025 under the Act.
This reporting obligation helps us to:
- gain better visibility of health and safety issues across NSW workplaces
- improve data collection and insights
- strengthen regulatory oversight and support.
